Clarion County Budget Tabled for Fine Tuning

CLARION, Pa. (EYT) — Final approval for the 2018 Clarion County Budget will wait until December 27 in order to do some fine tuning on the budget that calls for no tax increases.

Commissioners Ted Tharan and Ed Heasley approved tabling the budget until its next regular meeting.  Commissioner Wayne Brosius was absent.

“We’re waiting on exact numbers for some possible additional revenues and some additional costs for computer software,” said Heasley.  “The budget is 99.9 percent done.  It’s just a matter of the final dotting of the ‘i’s’ and crossing the ‘t’s.'”

Tharan and Heasley approved a total of $97,700.00 targeted for Liquid Fuels Municipal Grants in 2018, using 2017 funds. 

Approved were:

  • Callensburg Borough: $20,000.00
  • Clarion Borough: 19,700.00
  • Rimersburg Borough: $20,000.00
  • Saint Petersburg Borough: $18,000.00
  • Toby Township: $20,000.00

Eleven municipalities requested a total of $310,700.00 for liquid fuels projects.  Heasley explained that the commissioners reviewed all of the requests and selected municipalities that have not been awarded the grants in recent years.

The county solicitor is still reviewing a contract on behalf of the Children and Youth Services with Justice Work Youthcare for ongoing case management for the fiscal year 2017/18, according to Tharan. 

A contract amount still has to be determined following the review.

“Justice Works is looking at a full-time supervisor and probably two to three casework positions, but I don’t know that they have finalized that,” said Kay Rupert, Director of Human Services.

“It’s not affecting any Children and Youth that are already employed. Everyone’s keeping their job, and we’re just reconfiguring things so that we’re able to provide the full comprehensive level of service that we need to and want to, but aren’t able to because we can’t fill vacancies.  On a consistent basis, we have not been able to fill vacancies at Children and Youth. We have to hire them off of Civil Service lists.”
