Clarion Man Accused of Institutional Vandalism, Disorderly Conduct

CLARION, Pa. (EYT) — A Clarion man is facing institutional vandalism and related charges following an incident on 4th Avenue in Clarion.

According to court documents, the Clarion Borough Police Department filed criminal charges against 29-year-old Matthew Kyle Arthur, of Clarion.

According to a criminal complaint, around 1:07 a.m. on Saturday, February 3, Officer O’Neil was dispatched to University Inn for a report of a highly intoxicated male passed out on the floor who had been going behind the bar. Upon arrival on scene, Officer O’Neil observed the caller pointing to a male walking down the sidewalk along South 4th Avenue.

Officer O’Neil stopped in front of the male, and he walked over to the cruiser. The male was staggering while walking, had slurred speech, bloodshot, glassy eyes, and a strong odor of an intoxicating beverage emanating his person. Officer O’Neil asked the individual for his identification. He pulled a wallet from his back pocket and began looking for his ID. After being unable to find it, he handed the officer his wallet, the complaint states.

Officer O’Neil asked the individual to have a seat in the back of the cruiser, and he replied, “No, I’m not getting in the cruiser,” the complaint indicates.

Officer O’Neil then advised the individual that he was under arrest for public drunkenness.

Officers Scheckler and Foust arrived on scene. The individual was then handcuffed and placed in the back seat of the cruiser. Officer O’Neil identified the individual as Matthew Kyle Arthur by his Pennsylvania ID card.

The officer contacted Clarion OES and requested a check on him. “Arthur became very loud, screaming his mother’s name and ‘mommy.’ He was also screaming ‘(expletives)’ and ‘You’re a (expletives).’ Officer O’Neil advised Arthur to stop several times and told him that the officers were attempting to contact his mother,” according to the complaint.

Officers Scheckler and Foust then went to Wilson Avenue to attempt to contact Arthur’s mother to see if he could be taken there and released. Once they left, Arthur began kicking the inside of the cruiser’s door. He was still screaming and using profanities towards Officer O’Neil. Arthur was advised to stop his behavior numerous times, and he refused. He continued screaming and kicking the back cage area of the cruiser for approximately 30 minutes until he was removed from the vehicle, the complaint states.

The following charges were filed against Arthur on February 12 in Magisterial District Judge Duane L. Quinn’s office:

– Criminal Attempt — Institutional Vandalism, Misdemeanor 2
– Disorderly Conduct Hazardous/Physical Offense, Misdemeanor 3
– Public Drunkenness And Similar Misconduct, Summary

A preliminary arraignment is scheduled for 10:30 a.m. on Thursday, February 22, with Judge Quinn presiding.
