BREAKING NEWS: Clarion Woman Wanted on Heroin Charges Turns Herself In

CLARION, Pa. (EYT) — A Clarion woman who was wanted for conspiring with a man to traffic heroin from her Clarion Borough apartment turned herself in on Wednesday evening.

Clarion Borough Police Chief Bill Peck told exploreClarion.com that Kayla M. Fink, 24, turned herself in around 7:30 p.m.

She was arraigned by District Judge Duane Quinn and lodged in the Clarion County Jail on $10,000 straight cash bail.

Fink was scheduled to turn herself into police at 11:00 a.m. Wednesday; however, when she failed to do so, a notice was issued indicating authorities were searching for her.

Court documents indicate the Clarion Borough Police Department filed criminal charges against Fink and 30-year-old Jamell L. Scott, of Buffalo, NY, on Monday, April 16.

According to a criminal complaint, on Sunday, April 8, the Clarion Borough Police Department initiated an investigation into drug activity involving heroin after an overdose that occurred at Penn Court Apartments. During the course of the investigation, Chief Bill Peck was able to determine the source of the heroin was an apartment along Penn Avenue in Clarion. The tenants of the apartment were determined to be Kayla Fink and her three minor children. No other adults are listed on the lease.

The criminal complaint states that a confidential informant (C.I.) was used to make a controlled drug purchase of heroin on Wednesday, April 11, from a man later identified as Jamell L. Scott. Chief Peck applied for a search warrant for the residence and was able to seize approximately 14 grams of “raw” heroin, green stamp bag packing material, and the “buy money” used to make the controlled drug purchase from Scott.

During a debriefing with the C.I., the C.I. related that Scott lived with Fink at her Penn Avenue apartment. The C.I. also told police that he/she purchased 30 stamp bags of heroin from Scott at the Penn Avenue location for $150.00 on the day of the overdose and also purchased another 30 stamp bags the following day. The CI stated that on Tuesday, April 10, Fink drove Scott to a known location and a drug transaction was made while two small children were in the vehicle.

Chief Peck applied for a search warrant for the C.I.’s phone and was able to extract text messages between the C.I. and Scott and messages between the C.I. and Fink over a period of several weeks. The text messages indicate that Scott and Fink conspired to deliver controlled substances.

In an interview with the C.I. on Friday, April 13, the C.I. told police that he/she purchased a “baggie” of raw heroin from Fink directly approximately two months ago. The C.I. related that when Scott came to town, he/she began to deal directly with Scott and received heroin in stamp bags.

On Wednesday, April 11, the Clarion Borough Police, CNET, PA State Police Troop C, and Clarion-based State Troopers served a search warrant at the Penn Avenue residence and seized approximately 14 grams of heroin that was located in the refrigerator. At that point, Scott was taken into custody. Two minor children were located in the residence, sitting on a couch. Next to the children, on the couch, was a plastic baggie of marijuana.

Scott was arraigned at 1:15 p.m. on Monday, April 16, in Magisterial District Judge Duane L. Quinn’s office on the following charges:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (three counts)
– Criminal Use Of Communication Facility, Felony 3
– Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3 (two counts)
– Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
– Intentional Possession of Controlled Substance By Person Not Registered, Misdemeanor (three counts)
– Use/Possession Of Drug Paraphernalia, Misdemeanor (three counts)

Bail was set at $50,000.00 monetary.

Scott remains in the Clarion County Jail.

He was previously lodged in the Clarion County Jail on $100,000.00 monetary stemming from a heroin bust on April 12, 2018.

Preliminary hearings for both cases are scheduled for 1:30 p.m. on Tuesday, April 24, with Judge Quinn presiding.

The following charges were filed against Kayla Fink on Monday, April 16, in Magisterial District Judge Duane L. Quinn’s office:

– Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony (two counts)
– Criminal Use Of Communication Facility, Felony 3
– Endangering Welfare of Children — Parent/Guardian/Other Commits Offense, Felony 3 (two counts)
– Intentional Possession of Controlled Substance By Person Not Registered, Misdemeanor
– Use/Possession Of Drug Paraphernalia, Misdemeanor

Fink is awaiting a preliminary hearing.
