Clarion County Planning Commission Holds Monthly Meeting

CLARION COUNTY, Pa. (EYT) — Clarion County Planning Commission authorized a variety of letters of support at its May meeting.

Commission members approved a letter of support for a proposed zoning ordinance amendment in Clarion Borough, rezoning property from Residential One to Commercial One. The Owens Illinois Glass plant formally owned the property. Miles Brothers purchased the property and plan to put a small industrial park called Glassworks on the site.

Letters of support were also approved for the three other requests; the Armstrong Conservation District in Madison Township for a Penn Vest application of $904,000.00 for a Phase II of a non-point source pollution control phase project; the Headwaters Charitable Trust application to the Commonwealth Financing Authority for the Knox and Kane Rail Trail; and for the Rimersburg Municipal Authority for water treatment plant and collection system upgrades in Rimersburg Borough, Madison Township, and Toby Township.

Major subdivision application

H. Brukhart and Associates, Inc. received approval for a major subdivision application in Beaver Township. The project was originally proposed in 2009 and was delayed in Federal court.  Lot two was granted preliminary and final approval; a six-inch sewer line was installed with this house, but regulations now require an eight-inch pipe. The Beaver Township Sewer Authority was formed after the project started. Lots three and four received preliminary approval and will be required to use an eight-inch pipe.

The development map also includes six additional lots, but future development requests have not yet been submitted to the Planning Commission.

Commission members also approved the following:

• Preliminary approval for wastewater treatment plant improvements by Pennsylvania American Water in Monroe Township;

• Final approval for renovation and expansion of Sweet Basil restaurant in Paint Township;

• Final approval before a land development application by the Rimersburg Borough Municipal Authority for a lift station. Preliminary approval was granted for this project in 2013; and

• Final approval for a land development application by the Rimersburg Borough Municipal Authority and a grinder pump station.

Information item:

Dr. Cheryl E. Crawford presented her plans for a new office in Paint Township for information purposes only.  It is currently a residential property in Paint Township, and she wants to convert the residence into a chiropractic office with seven parking spaces.  The only reason that is submitted for information purposes right now is the current landowner lives in England, and plans cannot be signed.

“We’re not planning any changes to the look of the house and it will continue to look residential,” Crawford said. “We’re also adding wheelchair accessibility and entry into the building.”

Planning Director Kristi Amato said the project might not even have to approve by the full board because of a newer ordinance.

“This project has the potential to be considered a minor land development project of because of the small size of the project and may not require board action as part of the land development ordinance adopted last year,” Amato said. “It could just be approved in the office.”

The property is located on Route 66 North and was earlier used by Ziegler Chiropractic.

Board members attending the May meeting included Chairman Keith Decker, Hugh Henry, Fred Anderson, Eugene Metcalf, and Tom Spence.
