Shippenville Man Accused of Threatening, Assaulting Three Women Faces Hearing on Tuesday

ELK TWP., Pa. (EYT) — A 56-year-old man is facing charges of terroristic threats and related offenses after allegedly assaulting three women at a residence in Shippenville.

According to court documents, a preliminary hearing for 56-year-old Philip R. Rapp, of Shippenville, is scheduled for 11:15 a.m. on Tuesday, July 31, in front of Magisterial District Judge Amy Long Turk.

He faces the following charges:

  • Terroristic Threats W/Intent To Terrorize Another, Misdemeanor 1 (three counts)
  • Simple Assault, Misdemeanor 2 (three counts)
  • Harassment — Subject Other to Physical Contact, Summary (three counts)

Rapp is currently free on $1,000.00 monetary bail.

Details of the case:

According to a criminal complaint, on Thursday, July 19, Trooper Rowe, of PSP Clarion, was dispatched to a residence on State Route 322 in Shippenville for a report of an assault.

Trooper Rowe met the three known female victims at a local market.

The first victim related that she and Phillip Rapp got into a verbal altercation while Rapp was intoxicated. She noted that the other two victims were present during the altercation, the complaint states.

The second victim related that Rapp attempted to push her and the other two victims around in the residence, and they struck the dining room table. She also stated that Rapp attempted to pick her and the first victim up and throw them off the front steps, according to the complaint.

The third victim stated that Rapp threatened that he was going to “(expletive) kill everyone in the house,” according to the complaint.

The first victim said she was able to get in her vehicle with the other two victims and leave the scene to meet the police at the market.

Trooper Rowe then attempted to make contact with Rapp at the residence but was unable to do so. He and Corporal Hageter searched the area with no results, according to the complaint.

Rapp was arraigned at 10:48 a.m. on Friday, July 20, in Judge Turk’s office.
