Clarion Man Charged in Connection with Drug Raid

CLARION TWP., Pa. (EYT) — A Clarion man has been taken into custody and charged in connection with a drug raid conducted by Clarion County Narcotics Enforcement Team (CNET) last Friday.

According to court documents, On October 11, CNET filed the following criminal charges against 37-year-old Richard L. Dee, of Clarion:

  • Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
  • Possession of Controlled Substance, Misdemeanor
  • Use/Possession Of Drug Paraphernalia, Misdemeanor

Details of the case:

According to a criminal complaint, on April 12, CNET made a controlled purchase of 115 Clonazepam pills, a Schedule IV controlled substance, from Nicole Lee Torchia and Richard Lee Dee — utilizing a confidential informant (C.I.).

The controlled purchase was made at Torchia and Dee’s residence on Second Avenue in Clarion under the surveillance of a CNET detective who positively identified Dee. The C.I. reported that Dee was the only one present at the residence and also reported that Dee was on the phone with Torchia, according to the complaint.

The complaint notes the detective also photographed texts between the C.I. and Torchia related to the purchase.

Based on the investigation, Dee was arraigned at 1:11 p.m. on Wednesday, October 17, in Magisterial District Judge Amy Long Turk’s office.

Unable to post $10,000.00 monetary bail, he was lodged in the Clarion County Jail.

A preliminary hearing is scheduled for 1:15 p.m. on Tuesday, October 23, with Magisterial District Judge Duane L. Quinn presiding.

Torchia was one of eleven individuals arrested and charged in a drug raid conducted by CNET on Friday, October 11. She remains lodged in Clarion County Jail.
