OIL CITY, Pa. (EYT) — An East Brady man is facing felony drug charges stemming from an overdose incident in Oil City on Saturday.
Court documents indicate the Oil City Police Department filed the following criminal charges against 45-year-old Raymond Edward Toy Jr., of East Brady, of Saturday, December 1:
- Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
- Conspiracy — Manufacture, Delivery, or Possession With Intent to Manufacture or Deliver, Felony
- Recklessly Endangering Another Person, Misdemeanor 2
- Tamper With/Fabricate Physical Evidence, Misdemeanor 2
- Intentional Possession of Controlled Substance by Person Not Registered, Misdemeanor
- Use/Possession Of Drug Paraphernalia, Misdemeanor
According to a criminal complaint, around 8:18 p.m. on Saturday, December 1, Oil City Police, Rescue 7, and Community Ambulance Service were dispatched to a residence on Orange Street for a 28-year-old female in cardiac arrest.
Officer Anderson, of the Oil City Police Department, responded to the scene and was able to verify that the known female had a pulse and was breathing, although she was lying on the floor of the residence, unconscious.
Officer Anderson then conducted a safety sweep of the surrounding area and found two needles, a spoon, and a measuring cup with a white powdery substance with a brown tint within reach of the female.
The complaint notes that representatives of the Oil City Fire Department issued Narcan to the female to reverse the effects of an opioid, and the female then gained consciousness.
According to the complaint, when asked where she obtained the controlled substance, the female stated “Raymond” and pointed to the floor and then also advised the paramedics that she had taken a brown substance that she obtained from Raymond Toy.
Toy was arraigned at 10:40 p.m. on Saturday, December 1, in Magisterial District Judge Matthew T. Kirtland’s office.
Unable to post $25,000.00, he was lodged in the Venango County Jail.
A preliminary hearing is scheduled for 1:30 p.m. on Wednesday, December 12, with Judge Kirtland presiding.
