According to police, around 6:15 a.m. on Wednesday, January 30, 57-year-old William D. Chiplis, of Punxsutawney, was traveling north on State Route 36 just south of Fire Tower Road in Farmington Township, Clarion County.

Police say Chiplis was negotiating an uphill grade on the snow-covered roadway when his Peterbilt entered into the southbound lane to pass a parked tractor-trailer in the northbound lane. His vehicle was then unable to reenter the northbound lane and became disabled on a left curve in the southbound lane.
