Clarion Borough Stormwater Projects Continue to Move Forward

CLARION, Pa. (EYT) — Stormwater projects took up a major portion of the agenda at Tuesday evening’s Clarion Borough Council meeting.

The council voted to move forward on several measures related to the Stormwater Authority, including authorization for the EADS Group to Design the Emerson Way Storm Sewer Project and complete a cost estimate.

“This is another one of our emergency situations,” council member Jason Noto stated.

Along with the authorization for the Emerson Way Project, the council also voted to approve or ratify award of 2019-4 Second Avenue Storm Sewer Repair Project at the next council meeting, which will be an additional meeting for the month of July to held on July 16.

With additional projects moving forward, the council voted to approve the hire of Jessica Schwabenbauer at a rate of $14.50/hour for 35 hours per week as Administrative/Stormwater Assistant, and also gave permission to purchase software for accounting and Stormwater Management Billing from RA Services for $3,500.00 and $1,150.00 in annual charges.

“This is software they have written specifically for us. They took one of their products and tailored it to our needs,” Noto said.

Finally, the council also approved HRG’s invoice in the amount of $46,744.90 for GIS Development Services (through PennVEST drawdown process), as well as an EADS Group invoice in the amount of $13,225.00 for the Center Place Storm Sewer Project, and Bison Construction’s fifth pay request in the amount of $50,636.90 for the project.

In other business the council:

  • Approved a request from the Clarion Farmers’ Market for the placement of a memorial bench in honor and memory of a long-time customer, Dr. Nick Bezak, who passed away two years ago. The money for the bench was donated by Dr. Bezak’s family, and the bench will be placed in front of S&T Bank on Main Street, across from the area where the market takes place.
  • Approved resolution #2019-431, a resolution encouraging the legislature to make changes in the current Right-to-Know law to clarify the definition of harassment in cases where Right-to-Know requests are being used to harass local government bodies.
  • Approved resolution #2019-432, updating a debt refinancing process.
  • Approved requests for events, including: Clarion Area Sports Boosters’ Ceremonial Bonfire on August 22, from 7:30 p.m. to 9:30 p.m.; Immaculate Conception Church’s Parish Picnic on August 18; Next Step’s Walk-a-Thon on October 12, from 9:00 a.m. to 11:00 a.m.; and Clarion Area Chamber of Business & Industry’s Autumn Leaf Festival from September 28 through October 6.
  • Gave permission to obtain design, specifications, and cost estimate for replacement of the library boiler and related system components.
  • Gave permission to obtain design, specifications, and cost estimate for replacement of six man-doors at the fire department building.
